Regulations

1. General Provisions
1.1 In Georgian Technical University (here in after referred to as GTU) within the Faculty established educational/Scientific self - Unit - ,,Energy and Environmental Law Consultancy Bureau" (here in after referred to as Bureau), it is created and approved by The Academic Council #940 resolution, June 18, 2013 and is approved by the Senate resolution #3 July 3, 2013. Bureau is created in the framework of the Tempus Project ,,Interdisciplinary Post Graduate Program in Energy and Environmental Law" and represents within the GTU - Faculty of Power Engineering and Telecommunication financially independent (self-acting principle) structural unit.
1.2 The Bureau carries out its activities with the Constitution of Georgia, "Law on Higher Education", GTU - Resolution, the represented regulations and laws in Georgia;
1.3 The Bureau operates on the principle of self-financing, it gives recommendations to university to make relevant contracts for the provision of the works;
1.4. If necessary, the bureau of the University undertakes to invite experts from Georgia as well asother countries and their respective contracts of employment;
1.5. May be held to discuss the interim report by request of Rector, Deputy Rector, Academic Council or the Senate.
2. Objectives and Main Directions of the Bureau
2.1 Introduction
What is important in Europe, important in Georgia, as Georgia is the part of Europe.
Energy issues are of great importance to the cooperation between Georgia and the EU. In 2009, initiated the eastern neighborhood of the initiative within the EU-funded, Georgia, carried out several projects, which significantly contributed to the energy in several areas (energy efficiency, renewable energy promotion, infrastructure development, supply of intercommunication and its diversification, the regulatory framework of the EU's energy policy.) The best results are achieved.
2.2. Objectives of the Bureau:
2.2.1 Power Energy and Telecommunication Faculty of Georgian Technical UniversityAcademic staff cooperationwith European universities, including:
• Shearing the Experience in the field of European standards;
• Elaboration of Market economy relevant educational agenda and programs;
• Create modern literature;
• Teaching skills training;
• Students studying abroad;
• Improvement of Faculty governance;
• Using and development of new technologies;
• Support staff training of the Faculty.
2.2.2. Implementation of Joint projects and structural measures, aimed at:
• Improve management of higher education institutions or academic programs;
• Increase the quality of the higher education system and their convergence with EU developments.
2.2.3. Exchange of economic information and data with European Universities in scientific, educational and technical field:
• In the energy sector;
• Carbon dioxide emissions;
• Renewable and green energy sources:
• Energy projects;
• Energy contracts;
• Legislative risk management of energy projects;
• Georgia's Environmental Protection Law, as the development of the legislative sector;
• Public awareness of environmental and professional skills development.
3. Bureau Staff and Management
3.1 The main components are:
 The ruling group of Bureau, which consists of the Tempus Project ,,Interdisciplinary Graduate Program in Energy and Environmental Law" members (Gia Arabidze, Otar Zumburidze, Tengiz Jishkariani, Maka Gudiashvili).
 Target training-creative groups;
 The sectors established by scientific direction.
a. The head of the bureau is headed by the rector of the university administration, in agreement with Dean of Faculty. Bureau Chief is not an administrative position at the University.
b. Head Office is authorized to:
a. Control over the Bureau staff due to the timely and comprehensive implementation of the labor remuneration and other administrative activities;
b. Conduct Presentations by the Bureau arranged / current projects, produced / compiled textbooks, new jobs, etc.
c. Implement effective governance and the functioning of other related activities;
d. Prepare designs of agreements and for the signing represent GTU ‘s rector.
3.4 The head of the bureau, within its competence, responsibility is assigned to the volume of educational activities, directions, dates of implementation, contents and identify the nature of the unit to the right of use of the property transferred to the University of purposeful use, storage and maintenance in good condition;
3.5 Bureau personnel consists of academic staff and support personnel;
3.6 Bureau personnel shall appoint and dismiss the rector of the university based on the recommendation of the head of the bureau;
3.7 Bureau personnel salaries are determined by revenue of bureau;
3.8 Agreements with Legal and natural persons is conducted in accordance with the University rules and forms;
3.9 Bureau chief reports for each financial year-end to accounting, academic council and Senate of GTU.
4. Property of Bureau, Finance and Funding Source
4.1. Bureau located at: 0175 Tbilisi, 75 Kostava Ave, 8th building of GTU, 405 room;

4.2. Bureau working of the principle of self-activity. At the same time, it is not separate financial tax system and represents one of the components of financial system of the university.

Defining the Academic Council and approvingthe Senate, on which base the Planning - Finance Department provides financial management.
4.3. Works based on the contract between the Customer (the performer) and the University based on recommendation of the head of the Bureau.
4.4. Compensation for work performed under the contract;

4.5. Financial and accounting forms, contracts, job delivery - Acts, etc., regulated by the GTU's internal administrative acts.

5. Reorganization and Liquidation of the Bureau

5.1 Bureau reorganized or liquidated in accordance with the relevant administrative acts;
6. Changes and Additions to the Regulations
6.1 Regulation on amendments and supplements of the design bureau is considered by the University Academic Council and is approved by the University Senate.
7. 7. Final Provisions
7.1 This Regulation shall enter into force after the approval of the Georgian Technical University Senate.
